The United Kingdom and France to Deploy Forces to Ukraine in the event that a Ceasefire Accord is Reached

The British and French governments have formalized a declaration of intent concerning the positioning of troops in Ukraine if a peace deal be struck with Moscow, the British leader, Sir Keir Starmer, has announced.

Subsequent to negotiations with Ukraine's allies in the French capital, he indicated that the allies would "establish defense centers in various parts of Ukraine and build secure facilities for arms and military equipment" to discourage any subsequent incursion.

The partner countries also put forward that the United States would play the primary role in overseeing a truce.

The Kremlin has repeatedly stated that any external forces in Ukraine would be considered a "valid objective", but has not yet commented on this recent development.

The Situation and Continuing Conflict

Russian President Vladimir Putin initiated a major offensive of Ukraine in the start of last year, and Russia currently occupies about 20% of the country's land.

"This represents an essential component of our commitment to be alongside Ukraine for the foreseeable future," remarked the British leader.

Heads of state and senior officials from the "Partner Group" participated in the recent discussions.

Addressing reporters at a joint press conference, the Prime Minister noted: "It establishes the framework for the legal framework under which allied and coalition forces could work on Ukrainian soil, defending Ukraine's air and maritime domains, and rebuilding Ukraine's defense capabilities for the time to come."

The British leader also stated that London would participate in any Washington-directed monitoring of a possible cessation of hostilities.

Defense Assurances and Negotiation Stances

Top American diplomat Steve Witkoff remarked that "durable security guarantees and substantial economic promises are essential to a enduring ceasefire" in Ukraine – referring to a key demand made by Ukraine.

The negotiator said the coalition had "mostly completed" their work on establishing such assurances "in order that the people of Ukraine know that when this hostilities ends, it ends forever."

Donald Trump's son-in-law, ex-President Donald Trump's representative, also was involved in the discussions.

Meanwhile, President Macron Emmanuel Macron stated that Ukraine's supporters had made "significant headway" at the negotiations.

He added that "robust" security guarantees for Kyiv had been reached in the case of a possible truce.

Ukrainian President Volodymyr Zelensky said that a "huge step forward" had been made in the negotiations, but cautioned that he would only deem efforts to be "enough" if they led to the end of the fighting.

Earlier, Zelensky said a peace agreement was "mostly finalized". Settling the remaining 10% would "shape the outcome of peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Territory and security guarantees have been at the center of ongoing disputes for the parties involved.
  • Putin has repeatedly warned that Ukrainian troops must withdraw from the entirety of Ukraine's eastern Donbas or Russia will take control, dismissing any concession over how to conclude the war.
  • Kyiv has thus far excluded giving up any land, but has floated the idea that Ukraine could move its forces to an designated point – but only if Russia follows suit.

Moscow presently holds approximately 75% of the Donetsk region and around 99% of the neighbouring Luhansk region. The areas form the industrial region of Donbas.
